The Jammu and Kashmir Legislative Assembly witnessed heated exchanges and sharp political reactions after a Bharatiya Janata Party (BJP) legislator claimed that residents from Kashmir were illegally occupying land in Jammu, triggering accusations of divisive rhetoric and protests inside the House.

The controversy erupted during a discussion on land encroachment when BJP MLA Vikram Randhawa alleged that a significant portion of land under the Jammu Development Authority (JDA) had been illegally occupied by people from the Kashmir Valley. His remarks drew immediate protests from opposition lawmakers, who accused him of communalising a sensitive issue.

Randhawa alleged that nearly 90% of JDA land in parts of Jammu was under illegal occupation, claiming that people from Kashmir were involved in large-scale encroachments. He further stated that migrants, including Rohingyas and Bangladeshis, were living on such land but were paying rent to local occupiers, urging authorities to investigate the matter and identify those responsible.

The comments triggered an uproar in the Assembly, with opposition members demanding that the statement be withdrawn and calling it misleading and inflammatory.

Opposition Reacts, Accuses BJP of Divisive Politics

Leaders from regional parties, including the People’s Democratic Party (PDP) and the National Conference (NC), strongly criticised the remarks, accusing the BJP legislator of fuelling regional and communal tensions. They argued that land encroachment is a governance issue and should not be framed in terms of regional identity.

Opposition lawmakers staged protests inside the House, calling the comments “irresponsible” and warning that such statements could deepen social divisions between Jammu and Kashmir regions.

Government Response and Assembly Chaos

The Assembly session was disrupted multiple times as legislators raised slogans and demanded accountability. The government attempted to calm the situation, with officials stating that land encroachment is a longstanding administrative issue that requires policy action rather than political rhetoric.

Reports have previously indicated that the Jammu and Kashmir government has identified large tracts of land under illegal occupation, a problem that has persisted for years and has been subject to multiple investigations and policy interventions.

Historical Context of Land Disputes in Jammu and Kashmir

Land ownership and settlement patterns have long been politically sensitive in Jammu and Kashmir. Policies such as the former Roshni Act, which sought to regularise unauthorized land occupation, have been controversial and were eventually repealed amid allegations of misuse and irregularities.

Debates over demographic changes and land rights have frequently surfaced in the region, often intersecting with broader political and security issues.

Political Implications Ahead of Elections

Political analysts say the remarks come at a time of heightened political competition and polarisation in Jammu and Kashmir, where regional identity and governance issues remain deeply intertwined. Such statements, they argue, can influence public discourse and electoral narratives, particularly in Jammu, which has distinct political dynamics compared to the Kashmir Valley.

Experts warn that politicising administrative challenges like land encroachment risks undermining efforts to address the issue through legal and administrative reforms.

What Happens Next

The government is expected to continue efforts to identify and reclaim encroached land, while opposition parties are likely to demand clearer policies and transparency in land management. Meanwhile, the incident highlights the fragile political climate in the region and the potential for administrative issues to escalate into political controversies.

As Jammu and Kashmir continues its transition under new administrative and political frameworks, land governance remains a critical issue that requires consensus-driven solutions rather than divisive rhetoric.
